Mission

The Ministry of Health has the mission of promoting the health of the population through the delivery of preventive, curative and rehabilitative health services.

Vision

The Health Sector Strategic Plan V (HSSP) 2024/25–2028/29 envisions Rwanda's health sector achieving universal health coverage by 2030. Aligned with Rwanda's Vision 2050, the National Strategy for Transformation 2, and the United Nations’ Sustainable Development Goals, the plan seeks to establish a resilient, equitable, and high-quality healthcare system. This vision will be realized through a comprehensive and strategic approach, which includes fostering a robust health workforce, modernizing infrastructure, maintaining high standards of care, ensuring effective public health emergency management, and securing sustainable financing. By prioritizing innovation, research, and digitalization, and through strong leadership and governance, Rwanda aims to provide accessible, efficient, and integrated health services that meet the diverse needs of its population and enhance global health security.

The Minister

Dr. Sabin NSANZIMANA

Minister of Health

Dr. Sabin Nsanzimana is the Minister of Health of Rwanda, appointed in November 2022. A physician and epidemiologist, he previously led the Rwanda Biomedical Centre, the University Teaching Hospital of Butare, and Rwanda’s national HIV and hepatitis programs. He holds a PhD in Epidemiology from the University of Basel and has authored over 230 scientific publications. Dr. Nsanzimana has led major clinical trials and multi-country research collaborations. He is a Fellow of the Royal College of Physicians of Edinburgh and lectures in Clinical Epidemiology at the University of Rwanda.

Minister of State

Dr. Yvan BUTERA

Minister of State

Dr. Yvan Butera has been Rwanda’s Minister of State for Health since November 2022.

Previously, he served as the Deputy Executive Secretary of the Human Resources for Health Secretariat, overseeing health care workforce capacity-building and development. Earlier in his career, he worked as a physician at various district and university teaching hospitals, including five years at the Rwanda Military Hospital.

Dr. Butera holds a PhD in Human Genetics from the University of Liège, Belgium, an MD from the University of Rwanda, and a Master of Science in Global Health Delivery from the University of Global Health Equity.

Permanent Secretary

NDAYIZIGIYE Jean Marie Vianney

Permanent Secretary

NDAYIZIGIYE Jean Marie Vianney was   appointed by Cabinet as the Permanent Secretary in the Ministry of Health, Rwanda on 28th November 2025.  The Permanent Secretary is the senior technical staff of the Ministry and serves as Chief Budget Manager for the Ministry.
Ndayizigiye is a seasoned Internal Auditor and Certified Fraud Examiner with over 15 years of experience Financial Management and Audit . His career spans multiple sectors, including public institutions, higher education, banking, and energy.
Ndayizigiye has held several senior leadership positions, including Head of Internal Audit at Rwanda Energy Group, Unguka Bank Plc, and the University of Rwanda.  
He holds a Master of Science in Accounting from the University of Rwanda  and a Bachelor of Accounting Sciences from the former National University of Rwanda.

Chief Technical Advisor

Amanda RURANGWA

Chief Technical Advisor

Ms. Amanda Rurangwa, is the Chief Technical Advisor in the Ministry of Health since November 2022. Prior to her appointment, she was working at Imbuto Foundation where she coordinated  various health initiatives aimed at improving the overall wellbeing of Rwandans. 

Ms. Amanda holds a Master’s Degree in Global Mental Health from King’s College London, in the United Kingdom; and a Bachelor of Science in Public Health from Mount Kenya University.
