As part of the Rwandan Vision 2020 (click
here to read the document on Rwandan Vision 2020), the Poverty
Reduction Strategy Proposal (PRSP) and the Millennium Development
Goals (MDGs), the Rwandan government in collaboration with development
partners have put in place a framework for aid coordination, harmonization
and alignment at the national and sector level.
Within this context, sectoral clusters and cross-sectoral clusters
have been created in a bid to harmonize development assistance
while adequately responding to national priorities. The Ministry
of Health is co-chairing the Health Sector Cluster Group with
the Belgian Cooperation and the HIV/ AIDS Cluster with USAID.

Health Sector Cluster Group
The Health Sector Cluster Group (HSCG) is a formal forum in which
the Ministry of Health and partners can meet to discuss sector
planning and prioritization. The goal of the HSGC is to improve
the effectiveness and efficiency of aid in the health sector and
better align development partners behind the Health Sector Strategic
Plan with an enshrined principal of mutual accountability.

HIV/AIDS Cluster
The HIV/AIDS Cluster seeks to enhance the effectiveness, efficiency,
and mutual accountability of HIV/AIDS programs, improve coordination
among development partners and better align HIV/AIDS programs
with the Government of Rwanda policies.

Country Coordination Mechanism (CCM)
The Country Coordination Mechanism is a framework put in place
by the Global Fund in order to strengthen local ownership and
participatory decision-making in funds management related to the
fight against HIV/AIDS, TB and
Malaria.
The mandate of the CCM is to discuss, approve and submit viable
and appropriate proposals to the Global Fund and to monitor, evaluate
and support the implementation of projects that are initiated
by the CCM and financed by the Global Fund.
