Dr NTAWUKULIRYAYO has held a range of important positions in the Rwandan Government. Prior to coming to the Ministry of Health, he was the Minister of Infrastructures (November 2002- September 2004). He served also as the Minister of State in the Ministry of Education, responsible for Higher Education and Scientific Research. From 1997-1999, he held the position of Vice Rector in charge of Administration and Finance at the National University of Rwanda.

Dr NTAWUKULIRYAYO is well versed in the academic field since he spent the early part of his public service as a lecturer at the National University of Rwanda and he has published several articles related to pharmacy in international journals.

Dr NTAWUKULIRYAYO holds a PhD in Pharmaceutical Technology from Ghent University in Belgium and a BA in Pharmacy from the National University of Rwanda. He is married with two children.
